It is moving West Northwestward at 20 km/h. Meanwhile, the center of Tropical Depression "OFEL" {USAGI} was estimated based on all available data at 195 km Northwest of Itbayat, Batanes (22.1°N, 120.6°E) with maximum sustained winds of 45 km/h near the center and gustiness of up to 60 km/h. It is moving East Southeastward at 10 km/h. The 12-hour rainfall forecast is LIGHT TO OCCASIONAL moderate rains AND THUNDERSTORM. WATERCOURSES STILL LIKELY TO BE AFFECTED : + **Isabela** - Rivers and its tributaries particularly Dicatian, Divilacan and Palanan-Pinacanauan. + **Quirino** - All rivers and its tributaries + **Cagayan** - Rivers and its tributaries particularly Linao, Lower Abulug, Lower Pamplona, Cabicungan, Aunugay, Baua, Palawig and Taboan. + **Nueva Vizcaya** - All rivers and its tributaries + **Batanes** - All rivers and its tributariesPeople living near the mountain slopes and in the low lying areas of the above mentioned river systems and the **Local Disaster Risk Reduction and Management Councils** concerned still advised to take appropriate actions.
