General Flood AdvisoryUnder present weather conditions, At 3:00 PM today, the center of Severe Tropical Storm "OFEL" {USAGI} was estimated based on all available data at 205 km West Northwest of Itbayat, Batanes (OUTSIDE PAR) (21.2°N, 119.9°E) with maximum sustained winds of 100 km/h near the center and gustiness of up to 125 km/h. It is moving North Northwestward at 15 km/h. Meanwhile, the center of the eye of Typhoon "PEPITO" {MAN-YI} was estimated based on all available data at 485 km East of Guiuan, Eastern Samar (11.0°N, 130.2°E) with maximum sustained winds of 150 km/h near the center and gustiness of up to 185 km/h. It is moving West Northwestward at 30 km/h. The 12-hour rainfall forecast is moderate TO OCCASIONAL HEAVY rains. It is forecast to move northwestward throughout the forecast period, traversing southern Taiwan and emerging over the sea east of Taiwan from tonight until tomorrow (16 November) evening. OFEL is forecast to further weaken due to the increasingly unfavorable environment and interaction with the mountainous terrain of Taiwan, possibly downgrading into a remnant Low on Sunday (17 November) evening or earlier.
