Strong Wind Signal, No. 3 was updated at 10:45 p.m. on 9 NovemberHere is the latest Tropical Cyclone Warning Bulletin issued by the Hong Kong Observatory.The Strong Wind Signal, No. 3 is in force.This means that winds with mean speeds of 41 to 62 kilometres per hour are expected.At 11 p.m., Super Typhoon Yinxing was estimated to be about 360 kilometres south of Hong Kong (near 19.1 degrees north 113.6 degrees east) and is forecast to move west-northwest slowly across the northern part of the South China Sea. Yinxing is now skirting more than about 300 kilometres to the south of the territory slowly. Under the combined effect of Yinxing and the northeast monsoon, winds generally over the territory are strengthening gradually with occasional gales offshore and on high ground. The intense rainband over the waters south of Hong Kong will edge closer to the coast of Guangdong around midnight, bringing squally showers to the region. There may also be violent gusts. Unless Yinxing adopts a more northerly track closer to the Pearl River Estuary, the chance of issuing higher tropical cyclone warning signals will be rather low. The Strong Wind Signal, No. 3 will remain in force at least until 10 a.m. on Sunday (10 November). According to the present forecast, Yinxing will gradually turn southwestwards away from the coast of Guangdong on Sunday. Depending on the degree of weakening of local winds, the Observatory will then consider issuing the Standby Signal, No. 1. Members of the public please take note of the latest weather information.In the past hour, the maximum sustained winds recorded at Waglan Island, Green Island and Tate's Cairn were 61, 58 and 50 kilometres per hour with maximum gusts exceeding 69, 72 and 78 kilometres per hour respectively.1. Please complete precautions as soon as possible. Make sure objects likely to be blown away are securely fastened or taken indoors. Check if all windows and doors can be securely locked.2. Drains should be cleared of leaves and rubbish.3. Seas are rough and there are swells. You are advised to stay away from the shoreline and not to engage in water sports.4. Avoid staying in areas exposed to high winds. Drivers using highways and flyovers should be alert to violent gusts.5. Small vessels not yet in typhoon shelters should seek shelter without delay. Use heavy anchors and check that all deck fittings are firmly fastened.6. Listen to radio, watch TV or browse the Hong Kong Observatory's website and mobile app for the latest information on the tropical cyclone.
